Bill doesnt have a house on Pokemon emerald, he only resides in kanto
Lanette is the creator of the Pokemon storage system in sapphire, ruby and emerald, if you were looking to identify it so it doesnt say someones PC, she is in fallarbor town, and after talking to her, you have to go to her house on route 114
