Yes. Winged Dragon of Ra's summon can't be negated, nor can its summon be responded to. Apart from that, it has no other protections. Destiny Hero Plasma will negate the second of those two effects, and also any other of Ra's effects, including reducing his ATK back to 0, permanantly.

No. The Plasma that is on the field, has an active continuous effect to negate the effects of all opposing monsters. If the opponent summons a Plasma too, this one's own negation effect itself will be negated, it will never 'switch on', so to speak. They will only do so when that first Plasma leaves the field.

Well, the easiest combination would be Plasma, Jinzo (preferably with Amplifier), and either Spell Canceller or Horus the Black Flame Dragon. Plasma can be tricky, though: if you equip him with a monster you would have no way to destroy the monster to equip him with a stronger card. Also, DARK ILLUSION is a fantastic card for any DARK deck, as it negates and destroys a card with a Dark attribute when it is targeted (like Plasma, which is a hassle to get out on the field).
