This sounds like a driver issue,
go to the ATI site and download the latest drivers for your 3850,
make sure you select the right operating system 32 bit or 64 bit
(i assume u have a 64 bit OS).
Uninstall any graphics card driver that might be installed(ATI/Nvidia/Matrox),
reboot your system and install the drivers you just downloaded,
reboot and hopefully the issue is solved.

ati radeon answerpersonally i would not use the graphic card. most games nowadays require "power" and that isn't worth buying if your serious about your games. that really isn't worth buying period. i recently dropped my 9200 because it went obsolete quickly... don't buy don't buy don't buy
