Have you tried clicking the crib and selecting "Grow up" (or something similar to that)
If that doesn't work wait until it tells you that the baby's birthday is today (tomorrow) and it should age up automatically then.
If the glitch continues you could always try and revert to an earlier save point and go through the process again.

Babies growing up has nothing to do with ambitions. They just grow up like any other sim. If they're not aging at all then make sure you have Enable Aging on, but they should just grow up on their own.
