Yes, there actually is a way for Blissey to know counter. First, you must have a Male Breloom (I know for a fact that Blissey is only female) that knows counter. You must then breed the Blissey with the Breloom. The Chansey (or Happiny) will know counter as an egg move (this usually works, otherwise tell me so)
What is the best normal type Pokemon?
Slacking has the best stats overall, but there is no "best" Pokemon. It depends on the use of the Pokemon. My personal favorite normal types are Snorlax and Blissey, because they have a lot of health and have moves that can make them heal, so they are hard to defeat.
