Is Mona a Mario character?

Kinda, it depends on how far you go in considering what is a Mario game. The Mario series have many spin-off series and many series started off as Mario games. Some are the Yoshi's Island series, the Donkey Kong Country series, the Wario Land series, and the WarioWare series. Since Mona is in the WarioWare series, which was spun-off of Wario Land, which was a spin-off of Super Mario Bros, you could say that Mona is a Mario character.

What is Yoshi?

This answer is about the Nintendo character. From en.wikipedia.org/wiki/YoshiYoshi (ヨッシー Yosshī?, sometimes romanized Yossy in earlier Japanese materials)[2][3] (IPA: /ˈjoʊʃi/) is a fictional dinosaur who appears in video games published by Nintendo.[4] His debut was in Super Mario World (1990) on the Super Nintendo Entertainment System[5] as Mario and Luigi's accomplice (a role he has often reprised), and he later established his own series with several platform and puzzle games, including Super Mario World 2: Yoshi's Island. He has also appeared in many of the spin-off Mario games including the Mario Party, the Mario Kart, and the Super Smash Bros.series, as well as in other various Mario sports titles. Yoshi also appears in New Super Mario Bros. Wii (2009) as the characters' accomplice, similar to his original debut role in Super Mario World.[6] Like several other characters in the Mario series, Yoshi is named after some Japanese names (e.g., Yoshida, Kiyoshi, etc.). Yoshis come in many different colors, though his original and most common color is green.[5] Yoshi's latest appearance is in Mario Sports Mix(2011).[7]

How do you take off with a winged cap in Super Mario 64?

To take off, you have to triple jump. The bad thing about wings is that you can't really go any higher then where you took off. Mario's balloon ability is for going higher. Wings are for gliding over open air.
