Yes, in Mt. Coronet. Fly to Celestic Town and go west into Mt. Coronet and then go north and you will see a lake. You need a Super Rod to find Feebas. So use the Super Rod on a random tile of water until you find 2 Pokémon. If neither are Feebas, then go to a different tile. Keep repeating this step until you find Feebas. Feebas is hard to find, but easy to catch. Feebas is only in 4 tiles of water and has a 50% chance to be found on those 4 tiles and changes every day.
Go to Mt. Corpnet and go fishing. But, they are only found in 4 hidden spots. Fish 5 times in one spot. If a Feebas doesn't show up, Do this until you successfully find a Feebas. If you want more, keep fishing in that spot. The hidden spots change daily.
