Cheat codes, originally, were intended to be used by the developers as a way of testing situations or things that were hard to create with just the game. To make this easier, they put the cheat commands in.
Not explicitly intended to be used by the consumer, they were employed anyway. This lead people to believe that these cheatcodes were part of the features of the game.
Nowadays, the cheatcode parts of the game are simply removed before publishing the game (or perhaps not put in to begin with in favour of a different method), basically meaning, cheatcodes are not (or no longer) features in modern games. Save a few special cases.
ANOTHER important reason to note would be that most of the XB360 games have competitive online multiplayer modes. Needless to say, if one of these players were to use cheatcodes, this would give them an unfair advantage in a game intended to pit players competitively on equal terms.
Obviously, this is not the intention.
