Catching Legendaries and Rares is very hard, at least if you don't have 999 Master Balls in your bag. Without them, you must use any other Poke Ball you have, but Timer Balls are recommended. When in use, Timer Balls work with full power when 30+ turns have passed, and 70% percent of the time the Timer Ball will work, while the other 30% it probably won't work for you. It's hard because you have to understand, Rares & Legendaries are super rare, and rares don't get to be yours as easily.

When you come across a Legendary Pokemon trio, such as the Regis, you may have to catch all three before you can catch any other Legendaries. Some Legendary Pokemon are only obtainable by event or Action Replay, so get the ones that don't have to be gotten by event. The Event Pokemon are: Arceus, Lugia, Deoxys, Ho-Oh, Phione, Manaphy, Mew, Jirachi, Celebi, Darkrai, and Shaymin. If there are any that I missed that you know of, please edit my answer. The other non-event Pokemon are Moltres, Mewtwo, Articuno, Zapdos, Groudon, Rayquaza, Lugia, Registeel, Regice, Regirock, Suicune, Entei, Raikou, & many more.

In Japan, there will be over 600 Pokemon fully and the Pokedex will have more features & Pokemon added to it. A newer one, Antis, is a Bug/Electric type. From its name, I'm guessing it'll look like an ant.
