You go to Verdanturf Town. Go to the southern part and go in the houses. In one there is a girl with a pikachu. Talk to her with the Pokemon that you want to find out that loves you in the first party slot.
If the lady says;
"This is a little hard for me to say... Your Pokemon simply detests you. Doesn't that make you uncomfortable?"
The Happiness Quota is: 0
The Pokemon just hates you.
"It's very wary. It has a scary viciousness in its eyes. It doesn't like you much at all.
Happiness Quota: 1-49
When trying to make your Pokemon happy, your messing up somehow or making it hate you on purpose.
"It's not very used to you yet. It neither loves you nor hates you."
Happiness Quota: 50-99
Most Pokemon will start off with this happiness level.
"It's getting used to you. It seems to believe in you."
Happiness Quota: 100-149
This can be annoying. It means your far from getting your Pokemon to love you.
"It likes you quite alot. It seems to want to be babied a little."
Happiness Quota: 150-199
Your close and the Pokemon will almost evolve if it evolves from happiness.
"It seems very happy. It obviously likes you a whole lot."
Happiness Quota: 200-249
Your getting attached with your Pokemon. Your only one step away from it being the happiest!
"It adores you. It can't possibly love you anymore. I even feel happy seeing it."
Happiness Quota: 250-255
You made and your Pokemon should evolve from happiness. Congrats!
Now, to raise happiness, there are a couple ways.
You can walk 256 steps with the Pokemon in your party. (+1 for all Pokemon)

Give the Pokemon vitamins. (+5 for happiness value of 0-99, +3 for 100-199, and +2 for 200-254)

Use it in a special battle. (Gym leaders, elite four, champion) (+5 for happiness of 0-99, +3 for 100-199, and +1 for 200-254)

Level it up. (+5 for happiness of 0-99, +3 for 100-199, and +2 for 200-254 each level)
To decrease the happiness, you can;
Make it faint in a battle. (-1 for all happiness values)
Use Energypowder. (-5 for values 0-199, and -10 for 200-299)
Use Heal Powder. (-5 for values of 0-199, and -10 for 200-299)
Use Energy Root. (-10 for values of 0-199, and -15 for 200-299)
Use Revival Herb. (-15 for values of 0-199, and -20 for values of 200-299)
Trading will make the happiness go to a base happiness of 70.
Finally, the myths;
Putting the Pokemon in the PC.
Healing the Pokemon when injured and weak.
Giving a Pokemon a hold item. (exception of Soothe Bell)
Using a Pokemon in battle. (except when it levels up)
Winning the battle with the Pokemon. (exception for same reason above)
Letting the pokemons health go to red.
Letting your Pokemon get an effect. (burn, frozen, poison, etc.)
Walking when your Pokemon has an effect. (again burn, frozen, poson etc.)
