Well it really depends on what you are doing and what moves they have. At the moment I have a level 100 Palkia (Moves- Surf, Spatial Rend, Aura Sphere, Earth Power) that is my favourite and the better due to the fact Dialga's level is 88 and the moves i taught are mostly crap (moves- roar of time, earth power, cut, strength). They both do a good job of smashing other Pokemon. I'll get dialga up to level 100 (teach it some good moves) and vs Palkia. I'll get back to you on this one.
Yeah I did this and Palkia SMASHED Dialga. But I think it still doesn't matter because you will rarely be versing hard Pokemon.

My palkai knows: -Spacial Rend 100 -Draco Meteor120 -Surf 95 -Aura Sphere 90 never misses Giratina's shadow force is cool and Dialga's Roar of Time is strong, but i like PALKIA- DRAGON/WATER type Well I'm pretty sure Palkia is the weaker than Dialga because in the move Dialga breaks Palkia's 2crystals on his arms. Is a lengendary weaker than a regular Pokemon?
It depends on what you mean by weaker. Mesprit, Azelf, Uxie, and Cresselia are good against fight types that are level 50 or lower, but weak against anything that is a higher level than them or dark type. Palkia and Dialga are good against Dragon types that are higher levels than them because of their respective moves. (Spacial Rend, with a 120 attack, or Roar of Time, with a 140 attack), but at the same time weak against them if they are faster than them. Giratina is good against pretty much everything, and is only weak to dragon types or dark types. So generally no, a legendary is not weaker than a regular pokemon.

Dialga. A couple reasons: -Typing. Dialga is Dragon/Steel, Palkia is Dragon/Water. P's weak to Dragon-type moves, still, but D's resistances are astounding, and Water is included. -Moves. D's signature move is Roar of Time, with 150 base power. P's is Spacial Rend, with 100 base power. Though RoT recharges, D is neutral to Dragon-type moves, so it could outlast P, who's weaker to a stronger attack. -Ideology. D controls time, P controls space. P could distort the space around and part of D, but D could just freeze P, or put it on an infinite repeat (as we saw it do in the movie). Also, seeing as how D is master of time, it is safe to assume it knows what has happened, is happening, and will happen. Therefore, it could predict what P is going to do, and avoid/stop it.

Battle trainers and wild Pokemon. You can use the Exp.Share (given to by Devon President for delivering letter to Steven) to train weaker Pokemon, or you can put the weaker Pokemon in the first slot before a Pokemon battle and then switch it out with a stronger Pokemon before the foe hits.
