I haven't played Sluggers but in the Mario universe in general, Lakitu is a small character who floats around on a cloud. In older Mario games he is an enemy and drops spiked creatures on you but in newer games he doesn't have much of a role. He is in all Mariokart games as the character holding the traffic lights that let you go and he picks you up if you fall off an edge.
