The only "Doom" I know of is Black Doom, the main antagonist from Shadow the Hedgehog. He was the leader of the Black Arms, an alien race that returned to Sonic's planet after fifty years to retrieve the Chaos Emeralds.
Fifty years prior, he made contact with Professor Gerald Robotnik, and helped him to create the "Ultimate Life Form," in return for said life form to retrieve the chaos emeralds for him in fifty years.
