Yes. The Arbiter is killed by Sargent Forge (by his own energy sword, ironically) while the Red Team is battling the rest of the Elites. This is not the same Arbiter we see in Halo 2 and Halo 3, the Arbiter in Halo Wars has little appreciation for any life, even the lives of his own people.
