Originally, the whistle belongs to Dale, but he seems to have dropped it. He probably have dropped it at Barbara's shop, but then she tells you to talk to Julius. Julius says he got the whistle from Simon and then gave it to Chloe. Then, go to Ramsey and he says to go talk to Owen who is with Chloe. In the end, it seems that Owen have the whistle and he gives it to you. He is on the 10th floor of the Garmon Lower Mines.
