Simple! The only way to own a Jinx is to trade a Poliwhirl with a man in Cerulean city in the house next to the Pokemon Center. Then to have a Jinx under your name in original trainer (OT), is to breed Jynx at the Daycare at Four Island with a Ditto. You will then get the Pokemon Smoochum that will evolve into a Jinx at level 30. F.Y.I. If you need to obtain a Ditto, you can find one at Route 13, 14, & 15. You can not. == ==
