surf and muddy water have same power and ar both the same type, but....
Surf can be used OUT of battle to transport you as well as having 100 accuracy instead of 90 for muddy water. Muddy water has (i think) a different amount of PP, and may lower your foes accuracy. They both hit all foes (that havent evaded or had it miss them) in a single or double battle, and I'm pretty sure surf does 2X the normal damage against foes who have used dive and are underwater. overall.... i think Surf is more usefull than Muddy Water

Gastrodon for sure man. Higher sp. attack and sp. Defense. It learns water pulse early at lv. 7 while it's still a Shellos and it can learn muddy water at lv. 41. It can learn mud bomb at lv. 11. It can also learn Earthquake through a TM and Dig through a TM which you can find in the cave right off from Veilstone City. It can Learn Surf too through HM. But I would highly suggest getting water type and a different type because Quagsire and Gastordon are not that great. Get a Pelipper that can learn Fly too. Or a Whiscash. He's water and ground and has great stats. You can get him by going to Eterna City and fishing with a good rod. You'll get a Barboach and you'll evolve him at lv. 30. Whiscash can learn surf, Through TM, Earthquake at lv. 45, fissure at lv. 57, magnitude at lv. 26, While it's still a Barboach, it can learn sandstorm and rain dance through TM also.
