AnswerThe above answer has a valid point. Chosing which Pokemon is best has a lot to do with their stats. To help you make up your mind, I'll go into more depth about chosing either of the fossils.

There are two fossils (not including Old Amber) that can be obtained in Pokemon LeafGreen - which is the better Pokemon depends on you, your Pokemon team and what is needed.

The Helix Fossil resurrects an Omanyte. Omanyte is a Rock/Water-type Pokemon with Defense and Special Attack two times greater than the rest of its stats. The Pokemon Omanyte and its evolution, Omastar, learn some water and rock-type attacks which have an average power of 60. The two Pokemon can learn approximately 20 out of the 50TMs (HMs included) - with the average power of those being around 75. Hydro Pump and Hyper Beam are the two most powerful moves these Pokemon can learn. The Helix Fossil Pokemon would be good for a team that needs a Water-type with an above-average defense.

The Dome fossil, when restored, gives you a Kabuto (Rock/Water) who evolves into a Kabutops. The two Pokemon have an excellent attack and fair defense as well as a fair speed stat. The other stats are relatively average. In attacks that can be learnt, Kabuto and Kabutops learn some ground and water-type attacks as well as Mega Drain - which is Grass-type. This may give an advantage in battle, especially against Ground-type attackers. Out of the 50TMs and the HMs available, 22 moves can be learnt ranging from 40 to 120 in power. The two most powerful moves that these Pokemon can learn are Blizzard and Hyper Beam (which is only learnt by Kabutops). This Pokemon would be suited for a well-rounded team who needs a good physical sweeper.

With the two Pokemon weighed against each other, I suggest that the Dome fossil - Kabuto - is the better choice. Kabuto has evened stats and can learn a move that can wipe out one of its disadvantages in type match ups.

I think an Omanyte would be better coz it can learn Ice Beam too which neither kabuto nor kabutops can learn and it has better skills.If u have chosen Venasaur as a starting Pokemon and need a decent water Pokemon,this wuld be the best
