Natu, Wobbuffet, Girafarig, Xatu, and Phanpy are available before defeating the Elite Four. After you defeat the Elite Four, a new area opens. The Johto Pokemon you can find in there are Hoothoot, Spinarak, Aipom, Sunkern, Mareep, Gligar, Snubbull, Stantler, Marill, Wooper, Quagsire, Remoraid, Octillery, Pineco, Teddiursa, Ledyba, Houndour, Miltank, and Shuckle.
