Once you beat Whitney, you must go to the little flower shop at the northeastern most point of the city. Talk to the woman who is next to a planter and she will give you a squirtbottle. Next, go to the strange tree and press A, it will ask if you want to squirt it with the Squirtbottle. Say 'yes'. The tree will attack and turn to be a Sudowoodo at Lv.20. If you don't capture it, don't fret. Once you beat the elite four, it will reappear if you did not catch it the first time. If you fail again, just battle the Elite Four again and it will reappear. This process can be used over and over again, but ONLY if you did not catch it. continue north and you will reach Ecruteak City. continue going north and go into the second building on the right. there, you will battle the 5 Kimono Girls. defeat them and talk to the man with a Pokemon next to him in the audience. he will give you Surf. Defeat Morty(the gym leader) and continue west. The next city is Olivine City. go to the top of the Lighthouse(you will have to battle many trianers) and talk to Jasmine. She will tell you that the Amphoros that is lighting the Lighthouse is sick and won't produce the light needed. Surf to Cinawood City across the ocean and defeat the gym leader Chuck. talk to the woman right outside the gym and she will give you the HM: Fly(only once you defeat the gym leader). next go to the little house at the bottom of the city and talk to the guy inside. He will give you a special medicine for the Amphoros. Return to Olivine and give the medicine to Jasmine. Amphoros will be fine and Jasmine leaves the Lighthouse. Go into the Gym in Olivine and face Jasmine(there are no other trainers in the gym, strangely). defeat her and go East of Ecruteak. Once you reach Mahogony town, go north to the Lake of Rage. Catch or Defeat the Red Garyados(preferably catch. either way you get a Red Scale that you can give to Mr. Pokemon for a Exp. Share). there will be a new person waiting on shore. Talk to him. His name is Lance(the leader of the Elite Four). Follow him to the shop in Mahogony town and you will realize there is a Team Rocket hideout under the shop. go about it and defeat the executives. once done so, you can continue East towards Blackthorn City. Once there, defeat everyone in the Gym and talk to Claire. she will not battle you... Yet. Go to the Dragon's den and use whirlpool to get to the backside of the Den. go east then north until you reach an item. it is a Dragon's claw. Claire will appear and you can face her in the Gym now. defeat her and go to Newbark Town. surf East(by this time you should have the HM: Waterfall. if not, return to the Ice Path and find it.) and go into the cave and surf/waterfall around the U-bend. continue on through Victory Road and eventually you will reach the Elite Four. Their lineup is:

Will: Psycic type

Koga: Poison type

Bruno: Fighting type

Karen: Dark type

Lance: Dragon type

I would suggest having a team of at least ALL level 60(can be higher, but that is the best and easiest way to do it). Have your team diverse so you can defeat them all.
