A ROM in general is .. well the file of the game. You need to put it on an emulator, like VBA, or download it on to a cartridge to work it.

You have to download Visual Boy Advance (Google it). Then you have to download a Pokemon Fire Red ROM (Google that to) Then you just open the ROM in VBA and enjoy the game :)
To play Pokemon Emerald on VBA, you will need WinRar. Go to this site and scroll down to the bottom of the page and find the Emerald ROM,download the ROM. http://yellowpika.ye.funpic.org/pokemonroms.html or http://www.romulation.net/GBA/1986_-_Pokemon_-_Emerald_Version_%28U%29.rar.html/ Then when the box pops up, choose to open it with WinRar. Then extract the ROM to your ROM folder in the VBA folder. When it asks you for a password, enter this: ar5ipn It will go to your ROM folder. Open up VBA, click on File then click on Open. Then choose your Emerald ROM. Hope this Helps!
No because Crystal and Leafgreen are not compatible regardless if its on the VBA.
