Jynx can be obtained from an in game trade you must acquire a Poliwhirl which you can train a Poliwag or fish one using the Super rod in Viridian city either way will work. Go to Cerulean City and enter the house to the left of the pokemon center then speak to the old man say YES to his question then press A on Poliwhirl you will recieve Jynx.
