you need 2 defeat the rayquaza not capture it. after u defeated rayquaza go out of the sky pillar and go bak in. go where rayquaza was and there should be a pokeball containing fissure.or u can jus get a barbroach and train it to lv 43 and it learns the move, train a camerupt to lv 55, or train a groudon to learn the move at lv 60
