You can't find eggs just like that anywhere.
Togepi is in an egg, the egg given to you by Professor Elm to carry along.
Any other eggs you need two opposite gender Pokemon for it or one of the Pokemon you need and combine it with a ditto.
Ditto breeds with all Pokemon unless they are unbreedable (like Legendaries)
Leave the two Pokemon with the Day Care man near Azalea Town and eventually you will be called they have an egg.
