I forgot what the building is called but Takakura will often go into it, it is across from the tool shed.
Anyway, go in there and you will see a blue cooler type of thing, ok so go to the left of that and click x (for playstation) or whatever the main button is for game cube.
A menu will open and it will be for buying animals and tools and selling animals. Go to the one that says tools and other; pick other. And then select bird feed.
