When you defeat the gym on Cinnabar Island you will meet Bill outside. He will ferry you to Island One to meet Celio. Bill will then give you a Meteorite and the Tri-pass which will give you access to Island One, Two and Three. Kindle Road can be found when you surf toward the right. Go upward then you will find the hot springs. Get out of the hot springs and surf once more to find Mount Ember.

HM6 is Rock Smash you need to find it in Kindle Road, by the time you reach Cinnabar Island, you need to follow Bill to One Island.
