If you mean increase the maximum PP of an attack, it is impossible. If you mean a PP restore then, if you've made it to the Final Four go to the desk to the right and they have them, but if you haven't made it there then you go to a Pokemart in some city-I forget which one
ACTUALLY its not impossible! You have to beat 7 th one of the Trick House and The Trick Master will give you a PP Max. Obviously you can only use it once, so i suggest you use it to beat Steven. And-you can only get the PP max once. Or I've never found one again anyway. Hope this helped :) x
