After you get all the badges and Ho-oh, fly to New Bark Town. Then use the surf skill and travel right until you reach land. There should be a cave in front of you which will bring you to Tojo Falls. Surf there until you reach a waterfall. Go up the waterfall until you reach the second water fall. Go down it and surf to the exit. Follow the exit till you get to victory road
