The best snorkeling can usually be found in and around reefs and walls. Shallow pools along shore where trapped fish and crustesians can be found. Deeper water than where most swimmers can get to will be less disturbed and more interesting.
Beach areas tend to have less visibility as the surf kicks up sand. Also, undersea life tends to stay away from sand as there is little nutrition there, plus the birds overhead can see them better! I will look for a beach that is next to some rocks (as long as there is no strong surf or current!), walk in the water at the beach but head for the rocks.

Any islands that have a decent coral reef and not a lot of run-off from erosion or pollution usually make for great snorkeling. I was in Jamaica last year and it had pretty awesome snorkeling!

I havent been on many beach vacations but the Cayman Islands is SOO awesome the waters are nice and warm and the water is clear and is great for diving and snorkeling. It was also nice because the stayed at was right on the beach!

Seaweed does not actually live on the beach, it lives in the ocean near the beach, sometimes it is broken off and washes up on the shore
