Here is an Action Replay code for the Enigma Stone. After inputing a code in your action replay, hold down L+R when entering a Pokemart, and you should see a man in green. talk to him and collect your item.
The Enigma Stone is an event item that makes Latios appear in HeartGold, and Latias appear in SoulSilver at Pewter City when brought to the Pewter Museum. Latias appears normally in HeartGold, and Latios in SoulSilver roaming Kanto when you exit the Pokemon Fan Club in Vermillion City after obtaining the National Dex.
