In Sootopolis city use go by the Gym and go South until you are by the water then use super rod and you should see Gyarados if you dont keep trying. This method is easier than making Magikarp evolve XD
to get gyarados go past the pokemon mansion and go to the big patch of grass. use a super rod on the little pond and a gyarados might appear.
