Take it to a move tutuor, and he will teach you a move in trade for a heart scale. Unfortunately, Heart Scales do not work with the Move Tutor of Pokemon LeafGreen and FireRed. That particular Move Tutor only wants big or small mushrooms. So the Heart Scales have no other purpose in FireRed like they do in Ruby, Sapphire, Diamond or Pearl.
In Driftveil, there is a lady who will give you one Heart Scale a day if one of your Pokèmon has the move she wants to see. Her house on on the far left, just above the Driftveil Market.
I think its worthless. ^ Wrong. although it can be sold at a high price, it's also valuable to the trainer in case s/he would want one of their Pokemon to relearn an old move from a Move Tutor. But also: "Unfortunately, Heart Scales do not work with the Move Tutor of Pokemon LeafGreen and FireRed. That particular Move Tutor only wants big or small mushrooms. You can work for the news reporter in Solaceon town. His house is right next to the poke centre. Just show him the Pokemon he wants to write his article about and he'll give you a heart scale and a few pokeballs. Hope it helped ya.

You go to a house in Driftveil city and talk to a lady in white she will ask you to show her a Pokemon with a certain move that changes daily, and when one of your Pokemon that knows the move is in your party she says "Oh! Your (Pokemon's species name) can learn (What move she wants to see)! You went to all the trouble of teaching it. Here is a token of my appreciation, please don't hesitate to accept this." and she gives you a Heart Scale.

They say you can get Heart Scales by doing Feeling Checks with people or you can go to Driftveil City and the house to the left and there's a girl inside and she'll ask you to show a Pokemon with the move she wants to see. You cant get it , Only in Ruby and Sapphire . What you can do is , Go to Global Trade Center and check for it , Then try to find the Pokemon he or she wants , and Trade it for Mudkip . Hope i helped .
