On ONE island ( not island one) it's after you beat the Elite Four and defeating your rival one last time. Go to ONE island and talk to Celio. Go down Kindle Road and up toward Mt. Ember. As soon as you get there, go up the first flight of stairs and take an immediate right. You'll see Team Rocket. Find your way down to BF5(Bottom Floor Five). The Ruby will be there.
