It is on top of route 128, Where there is a circle shape. Go to the bottom part of it and dive in. Go to the cave It shows and when you go in go to the entrance and go to the left side and break the rock and move the boulder down then push the other to the right side but dont go up the stairs go straight and go in to the tunnel then go to the left and break the rock then go more to the left and push the boulder that is on the top of you up until you get to the other cave then surf go straight and the current will take you then go right then again then left and straight to the cave then the boulder that is the one on the bottom push it right or left then the one in the middle push it up and the one on the left push it all the way up and go release kyogre.
