wait till you beat the cinnbar gym leader then go to one island and swim up to ember moutin and train there
if you caught a lapras, you should have full access to all islands. ev train lapras in hp by repeatedly fighting DUNSPARCE at three island near the little cave. it should be open. dunsparce will give you 1 hp value each. at the Pokemon tower, GHASTLY will give you 1 sp.atk ev each, HAUNTER is 2 evs. For sp.def, fight DROWZEE and HYPNO. Macho brace doubles ev values. use your itemfinder where Giovanni is standing in the final gym. It reduces speed, but only in battle, not in level ups. This will take time, but it is worth it. My articuno gained 11spdef in 1 level.
