Its in the Pokeathalon Dome in the Johto Region. If you go in the Dome then go near the entrance to the Pokeathlon Museum you should see the Athlete Shop. But if you want to buy something there you have to get Athlete Points from defeating the different Pokeathalon courses. Hope this helped!
