Start at the Pokemon Center. Go up until you get to the game corner (building with big diamond on the front). Take a left at the game corner and then go down until you cant go down any more. Go right and then into the small building with a sign outside it saying Be Careful. Once you are in the building, go down the stairs and then go up. Then once you can go right, do so and you will see a rocket grunt. He will give you the uniform.
