You can't catch Salamance. But you can catch Bagon, the first form of evolution for Salamance.

Jump down the ledges, keeping to the left side. Surf a bit into a small area, and go up until you get to a small bit of land. Keep walking around then you should find your Bagon.
Then you play the patience game and train it up, it evolves into a Shellgon fairly quickly. Then around level 50 it learns fly and evolves into Salamance.
