HWhen you get to Cerulean City on the Kanto Region, the gym where Misty is, use the HM Cut to make your way the right of the city. Continue on this route past a few trainers until you get to the far right where you will see water where you can use surf. Use Surf all along the river and go all the way down and then you will fins the Powerplant.
