There are 2 ways
1) Nintendo event or Mystery Gift it.
2) Cheat with the Action Replay (Argos, £20/$30-estimate)
You can't get a key for it unfortunately. It's a special event that you can't get to without going to a Nintendo event or something similar. I think it has something to do with Darkrai.
