Misty is located on cerulean cape, but you won't find her until you fix the power plant problem.
You will find Misty in the Kanto region. In order to fight her, you have to go on route 25 and defeat all 6 of the trainers. The first trainer will tell you " If you defeat all 6 of us, you will get a prize!". The fifth and sixth trainers will be in a group, so have two great and trusted Pokemon with you. After you defeat the 6, there will be a Super Nerd waiting for you. He said he was waiting there so he could "Get you while you where tired from the six". Then you will go past Bill's house. Bill is the person who operates the Pokemon Storage System. Then you go up the flight of stairs, and Misty will be there with her boyfriend. When you go up, they will turn around and Misty's boyfriend will run off. Then Misty will say "Aww! Why did you have to show up and bug us now? Do you know what they call people like you? Pests! You heard me right, pest! ...Oh? Those badges you have... Are they Johto Gym Badges? If you have eight, You must be good. OK then, Come to the Cerulean Gym. I'll be happy to take you on. I'm Misty, the Gym Leader in Cerulean. Then she will leave, and you can find her in the Gym. Hope this helped! :3
