To find Elekid, you MUST insert the FireRed Version in your GBA Slot! Then go to Route 205 and Valley Windworks. They are very hard to find. He will be Lv.9 in Valley Windworks, and Lv.10 in Route 205.
I tried to catch Elekid, but I can't find him. Here's a stupid of these Pokemon appearing all times:
