sorry if you don't under stand my answer (i don't remember any of the towns names.)but you know town that has the museum( i think it is slateport but i am not sure)? go to the top right corner of that town. inside the building where the ship is. he will let you chose from two items that let you evolve clampearl. but you have to trade clampearl while holding that item. to get clampearl you need to get dive and dive under the water and look in the grass. and you got yourself a clampearl. well good luck sorry if that's not the town but i am sure it is. the boat is supposed to take you to lilycove (i think that's the name)

With the deep sea tooth or scales that you traded it for you give it to a clampearl to hold (The clam pokemon). Then you trade it, depending on what you traded the scanner for you will either get a Huntail or Gorebyss. Hope this helps.
