He isn't born yet! Because he is younger than Bella, Mortimer and other familiar characters he has not been born in Sims 3 (sims 3 is set before sims 1). You may notice that the Caliente sisters are not in Sims 3 either, they weren't born yet either. Some characters aren't there also because they were in Pleasantview and not Sunset Valley.

the answer above is kinda true , but don is in Riverview, and his bio says he only remembers 7 girls laughing and then being on a teleporter! so he traveled in time to the past. other than that the character's are younger or not been born at all...
