If you are asking about the Safari Zone in Pokemon Diamond, Pearl, and Platinum, this changes daily. After you have obtained the National Dex, new Pokemon such as Kangaskhan will become available in the Safari Zone. However, just like the rarer safari Pokemon before, these Pokemon are not always available and do not have fixed locations. To check which Pokemon are available on a certain day, go upstairs into the tower of the Safari Zone and check the binoculars. They will show you the Pokemon available that day. If you see a rare Pokemon, such as Kangaskhan, try to remember the area shown in the binocular image. Go to that area and search around for it. Also, a good technique to use in the Safari zone is to move in small pivots in a circle without actually stepping anywhere to conserve your limited time, which is actually measured in steps.
