You have to pick it up in the safari zone its in the same part of the safari zone that you get the surf HM except its out side of the house in that area, and if you don't know where the house is than it can be tricky because there are allot of different ways to go and you run in to allot of Pokemon, rare Pokemon they are hard to catch too especially the really rare ones like scyther and pincer and kangaskhan. I'd go to YouTube and find a safari zone walkthrough. This is all based from Pokemon yellow so i don't know if it would be any different for fire red or leaf green.
