Im stuck in route 23 and don't have fly on Pokemon fire red how do you get to viridian?
To get to Viridian City simply travel south of route 23 and east through route 22. If you are actually stuck in Route 23, as in you can't exit via the south and don't have Fly, you may have encountered an undocumented glitch and sadly will need to restart the game.

You need the correct gym badge(s) for your Pokemon to use Surf out of battle.

Change your Pokemon? I will answer this four ways... 1) Yes. You press start, and go to "Pokemon" then you select whoever is in front and say "Switch" then swap its position with another Pokemon in your party. 2) Yes. During battle, you may change by choosing the "PKMN" option, and picking a new Pokemon to send into battle. 3) Yes. At a PC, you may deposit a Pokemon from your party, and then withdraw a Pokemon from its box. 4) No. Once you pick your starter Pokemon you are stuck with that choice. You can ask a friend to trade Pokemon with you, if that is your desire.

The 4th gym leader is Wake right????? If I am correct you head towards Route 213 and follow the Galactic Grunt until you battle him.
