well its not that you cant find it anywhere if you have fire red version of Pokemon you will be able to capture it then migrate it to the 4th generation Pokemon games once you have defeated the elite four you can find Dratini in the safari zone in the water using a Pokemon that knows surf or in the game corner ( where you cash in coins for prizes) and it cost about 4,400 coins hope this helps

Where can you catch Pinsir in Red Version?
I don't think so, but you can get him from the Game Corner for some coins (600 I think, I'm not sure). Pinsir can only be caught or obtained in Pokemon Blue and must be traded in order for you to have it in Pokemon Red.
