The enigma stone is a event item . Anyways it works in both heart gold and soul silver . To activate it press L and R while walking into a pokemart ,then talk to a green suited man he will give you it, then go to pewter museum in kanto (if u have beat lance you can go to the kanto) there will be steven stone ( a tough trainer in the hoenn region) he will say some thing then he will say something about the enigma stone then you give it to the fossil man and he will say it is the soul dew which is the spirits of latios and latias then you wlak outside and latias/latios will be outside then you can battle it and catch it. A easier way of getting latios/latias is migrating it to your Pokemon soul silver/ heart gold game. the pal park is in fuchisa city in the kanto . You can migrate latias from Pokemon ruby or emerald and latios from sapphire or emerald ( Pokemon ruby, sapphire,and emerald are gameboy games)
