Well, to the fourth Gym Leader, which happens to be Morty (so smexy <3) in Ecruteak City. To get there, first pick up the Squirtbottle from the Garden Shop, which is east of the Goldenrod city gym. After doing so, head NOrth until you get to the entrance to the National Park, where you have 2 options.
1. Go east until you get to the tree that can be cut down, cut it down, and follow the path to the strange tree
2. Go north to the National park and cut through there until the east exit, follow the path, and get to the strange tree.
Once you get to the strange tree, whichever way, examine it to water it with the Squirtbottle. It will reveal itself to be a Sudowoodo, which is level 20 and will attack.
Defeat/Catch it and go on the north path. This eventually will get you to Ecruteak.
